Former Police Officer Jailed After Marrying Convicted Killer She Met in Prison
A former police officer has been jailed after secretly maintaining a relationship with a convicted murderer she met while working in the prison service—later going on to marry him.
Stephanie Heaps, who later became known as Stephanie Ramsden, was sentenced to more than four years in prison after a major anti-corruption investigation uncovered her conduct.
Heaps first met Leon Ramsden while working as a prison officer at HMP Wymott in Lancashire. Ramsden was serving a life sentence for murder. Despite strict rules prohibiting relationships between staff and inmates, the pair began an intimate relationship which Heaps failed to disclose.
Undisclosed Relationship and Police Role
In 2019, Heaps joined Greater Manchester Police as a constable. However, she did not reveal her ongoing relationship with Ramsden—something that would later prove central to her downfall.
Investigators later discovered that she continued to communicate with him through illicit mobile phones inside prison and visited him regularly.
Her actions went far beyond misconduct. Authorities found that she shared sensitive police information with Ramsden and failed to act in policing situations involving his associates. On one occasion, she did not arrest a wanted suspect due to links to her partner.
Links to Organised Crime
The investigation revealed deeper criminal involvement. Heaps was found to have connections to an organised crime group linked to Ramsden, involving drug dealing, money laundering, and a planned burglary.
She later admitted multiple offences, including misconduct in public office, assisting criminal activity, and conspiracy to commit burglary and launder money.
Marriage and Exposure
After leaving the police, Heaps married Ramsden. Their relationship, including images of a wedding shared online, drew further attention once uncovered by authorities.
Her crimes came to light following a detailed anti-corruption probe, which exposed the extent of her involvement with Ramsden and his network.
Sentencing
At Bolton Crown Court, Heaps was sentenced to four years and three months in prison. Ramsden received an additional sentence to run alongside his existing life term.
Detectives described her behaviour as a serious breach of trust, highlighting how her actions undermined both the prison and policing systems.
