Dubai Leads the World in AI Adoption: A New Global Benchmark

Dubai, United Arab Emirates — In 2025, Dubai — as a leading city in the United Arab Emirates (UAE) — has emerged at the forefront of global artificial intelligence (AI) usage, cementing its reputation as one of the world’s most advanced and AI-driven societies. According to recent international reports and industry studies, the UAE now ranks first globally in AI adoption, outpacing long-established digital economies and transforming both everyday life and economic activity with intelligent technologies.

A major global report by Microsoft’s AI for Good Lab found that the UAE has the highest proportion of working-age residents regularly using AI tools, with 59.4 % of the workforce incorporating AI into their daily jobs — a larger share than any other country studied. This figure puts the UAE ahead of nations traditionally viewed as digital leaders, reflecting how deeply AI has been integrated into business, government, and professional workflows.  

Beyond the workplace, a KPMG and University of Melbourne study revealed that 97 % of UAE residents use AI in some form — whether for work, study, or personal tasks such as planning, translation or browsing — far outstripping global averages. This near-universal adoption makes the UAE a benchmark for AI use worldwide.  

Why Dubai and the UAE Lead the World

Several factors contribute to the UAE’s dominant position:

Strategic National Vision: The UAE was one of the first countries to appoint a Minister of State for Artificial Intelligence and launch a national AI strategy more than half a decade ago. This early commitment laid the foundations for rapid rollout of AI across government, education and the private sector.  

Government-Led AI Integration: Dubai and other emirates have woven AI into public services, from digital government platforms to smart energy systems and utilities. Government bodies now routinely deploy tools such as Microsoft CopilotChatGPT, and other generative AI systems to improve efficiency and citizen services.  

Workforce Readiness: AI training and digital literacy programmes have expanded rapidly, helping ensure that citizens and residents are equipped to use advanced tools effectively. This cultivation of human capital has been critical in boosting adoption beyond niche tech sectors into everyday business and public life.  

Global Competitiveness: In addition to leading in usage, the UAE ranks among the top 20 countries worldwide for attracting AI talent and has top regional scores in AI infrastructure, digital competitiveness and ecosystem maturity.  

What This Means for Dubai’s Future

Dubai’s position as a global frontrunner in AI use isn’t just a symbolic accolade. It reflects a deeper transformation in how the city functions:

Economic Innovation: AI is reshaping industries from healthcare to logistics, finance to media, helping companies automate routine tasks, make smarter decisions, and create new products and services.

Government Efficiency: Smart services and AI-enabled public systems improve everything from transportation to energy management, reinforcing Dubai’s image as a forward-thinking smart city.

Social Impact: With virtually all residents interacting with AI in some way, the technology has become a normalised part of life — changing how people work, learn, communicate and solve problems daily.

Challenges and the Path Ahead

Despite these achievements, Dubai and the UAE recognise that responsible deployment remains crucial. Residents want clearer safeguards, better regulation, and assurance that AI systems remain transparent and trustworthy. Public discussions about ethical use, misinformation, and governance are gaining prominence as adoption reaches unprecedented levels.
