£53 Million Lifeline for Households Using Heating Oil

The UK government has unveiled a £53 million emergency support package aimed at helping households struggling with soaring heating oil costs, as global energy prices continue to rise.

The scheme, announced by Prime Minister Keir Starmer, is designed to support some of the most vulnerable families—particularly those living in rural areas who rely on oil rather than mains gas to heat their homes.

Why the Support Is Needed

Heating oil prices have surged sharply in recent weeks, largely driven by instability in global energy markets linked to conflict in the Middle East. The cost of kerosene—the fuel commonly used in heating oil—has risen to around double the price of crude oil, placing significant pressure on household budgets.  

Unlike gas and electricity, heating oil is not covered by the energy price cap, meaning households are fully exposed to market fluctuations. Around 1.5 to 1.7 million UK homes rely on heating oil, many of them in rural or off-grid communities.  

Who Will Benefit

The £53 million fund is targeted primarily at low-income and vulnerable households, with a focus on areas where reliance on heating oil is highest.

Regional breakdown:

£27 million – England

£17 million – Northern Ireland

£4.6 million – Scotland

£3.8 million – Wales  

Northern Ireland is expected to benefit significantly, as a large proportion of homes there depend on oil for heating. 

How the Scheme Will Work

The support will be delivered through a Crisis and Resilience Fund, with households expected to access help via local councils or regional schemes.  

Alongside direct financial support, the government has also pledged:

Stronger consumer protections in the heating oil market

Investigations into price gouging and unfair practices

Measures to ensure companies pass savings on to customers rather than increasing profits  

Wider Cost-of-Living Measures

The heating oil support forms part of a broader response to rising energy costs, including:

Extending fuel duty relief

Maintaining energy price controls for other households

Monitoring energy markets more closely  

Concerns and Criticism

While the package has been welcomed, some organisations argue it may not go far enough.

Charities such as Age UK have warned that the funding may fall short given the scale of the problem, especially for older people already facing financial hardship.  

Rural groups have also stressed the importance of quick delivery, noting that many households are already struggling with immediate costs.
