Government Reviews Options to Deport Rochdale Grooming Gang Ringleader

The UK government is reviewing whether there is a legal route to deport Shabir Ahmed, the convicted ringleader of the Rochdale grooming gang, following widespread public concern over his release from prison and the fact that he cannot currently be removed from the country.

Ahmed, 73, was convicted in 2012 for multiple rape and child sexual abuse offences committed against vulnerable girls in Rochdale. He was sentenced to 22 years in prison and later stripped of his British citizenship. Despite now holding only Pakistani nationality, current immigration law has prevented his deportation to Pakistan

The legal obstacle stems from provisions in the Immigration Act 1971, which protect certain Commonwealth citizens who arrived in the UK before 1973 and had established residence before deportation proceedings were considered. Officials have said these provisions mean Ahmed cannot currently be deported under existing law. 

The case has prompted strong political reaction. Downing Street confirmed that Prime Minister Sir Keir Starmer has asked Home Secretary Shabana Mahmood to examine every possible legal avenue to determine whether Ahmed can still be deported. A government spokesperson said the crimes committed were “particularly heinous” and stressed that the government aims to remove foreign nationals who commit serious offences whenever the law allows. 

Ahmed has been released on licence under strict conditions. These include supervised accommodation, electronic monitoring, exclusion zones preventing him from returning to Rochdale, and lifelong registration as a sex offender. Authorities say these measures are intended to protect the public while he remains under supervision. 

The case has reignited debate over whether immigration laws should be changed to make it easier to deport foreign-born offenders convicted of serious crimes. Victims’ advocates and several politicians have argued that legal loopholes should be reviewed, while any changes would need to comply with UK law and the country’s international legal obligations.

The government has not announced whether it has identified a lawful mechanism that would allow Ahmed’s deportation. Officials say the legal review is ongoing, and any decision will depend on the outcome of that process.
