UK Moves to Ban “Choking” and Step-Family Pornography Amid Social Concerns

The UK government is introducing sweeping new restrictions on online pornography, targeting content that depicts violent acts such as choking and simulated family relationships. The measures form part of wider amendments to the Crime and Policing Bill, aimed at addressing growing concerns about the influence of explicit material on behaviour and attitudes in society.

Crackdown on violent sexual content

One of the most significant changes is the criminalisation of pornography that depicts strangulation or suffocation—often referred to as “choking.” Under the proposed law, both possession and distribution of such material could become a criminal offence.  

The move follows findings from an independent government-backed review, which warned that this type of content has helped normalise dangerous sexual practices, particularly among young people.  

Research cited in Parliament also pointed to troubling trends, including evidence that exposure to such material may influence real-life behaviour, with some young people reportedly treating choking as a routine part of sex without understanding the risks.  

Ban on step-family and “incest simulation” porn

Alongside the crackdown on violent content, lawmakers have also backed a ban on pornography depicting sexual relationships between step-family members.  

The legislation goes further by targeting so-called “incest simulation” and “barely legal” role-play scenarios, including adults pretending to be minors. Offenders could face prison sentences for possessing or publishing such material.  

Supporters of the ban argue that these categories of content blur boundaries and may contribute to harmful attitudes around family relationships and consent, even though relationships between consenting adult step-relatives are not illegal in real life.  

Protecting society or overreach?

Ministers say the reforms are part of a broader effort to combat violence against women and girls and to ensure that what is illegal offline is also illegal online.  

However, the proposals have sparked debate. Critics argue that there is limited conclusive evidence directly linking pornography to real-world behaviour and warn that overly strict laws could push content underground or raise questions about censorship and personal freedoms.
